It seems the previous, how to get the source code thread, is outdated, so how do I get the source code, and whats the best way to make custom map rooms and open the current ones?

Here you can find the Source Code of SCP:CB (the newest released version, in this case 1.3.9):
https://github.com/Regalis11/scpcb

You need 3D World Studio to be able to create new rooms or open the previous files. Here's a download link for the room files:
http://www.scpcbgame.com/rooms

Sadly, it is a bit outdated (and I don't have the newest 3DW files myself). And you need to place all the textures in a new folder in 3D World Studio under the materials section.
Models might also be missing, as you either need to add them into a new folder in 3D World Studio under the models section (not the b3d files, only the x files are possible). Problem is that not all model files are accessible (such as the pipes). For that you would need to ask Regalis (the main creator of SCP:CB).
If you downloaded this file, you should rename it from "rooms" to "rooms.zip" so you can open it as a zip file.

Hope I could help you a bit :)

3DWS is not supported on Win 8 or 10

Yes, like Vane Brain said.
Another method is to set up a Virtual Machine running on any OS between Windows XP to 7 (I myself use VMLite with Windows XP mode, as it is entirely free). There are plenty of tutorials on YouTube explaining how to set everything up.

I can't download VMLite, even after registration. Are you able to export files as .bsp or anything so that I can convert it to .bsp?
